State reimbursements for E-rate eligible Internet bills (July 2022 - June 2023) are currently processing and will be disbursed to LEAs throughout the month of June. This year we are disbursing Internet reimbursements in (1) reimbursement covering all 12-months instead of (2) reimbursements covering 6-months each. Read more about the delays in earlier newsletters here and here. Again, we sincerely apologize for this year’s significant delay.

E-rate Updates
“Funded” → Form 486
Once 471 applications are “Funded,” the next step to complete is the Form 486. This must be completed in order to receive E-rate reimbursement.
The Form 486 confirms:
The “Service Start Date” of the service within the new Funding Year
Funding Year 2023 starts 7-1-2023, and ends 6-30-2024.
That the applicant is compliant with CIPA.
Deadlines
Deadline is 120 days after… (whichever is later):
a) the date of the FCDL (Funding Commitment Decision Letter)
b) the service start date (SSD) within the Funding Year
must be between 7/1/2023 and 6/30/2024
For services currently in use, the SSD is July 1.
For one-time purchases it would be considered the installation/turn-up date
You can file the Form 486 early if:
You have received your FCDL;
Your services will start in the month of July;
You can truthfully make all of the certifications on the form; and
You are filing the form on or before July 31.
Reimbursements Funding Year 2022 (7-1-22 thru 6-30-23)

E-rate Deadline
October 28th, 2023
Form 470 for new services for beginning 7/1/2024 (Funding Year 2024)
Window opens July 1, 2023 and closes mid-February 2024.
Form 470 eligible for special construction grants (B.I.I.G.)
Must be posted with RFP by November 1st to be eligible

Change to Form 498/Direct Deposit Form
As of May 12th, 2023, if applicants need to update their direct deposit/remittance information (or add it for the first time), they will now need a UEI number from their SAM.gov account.
No action is needed UNLESS you are submitting new remittance information (submitting a Form 498 in EPC).

NOTE: The ECF program will sunset June 30th, 2024.

For Reimbursement:
For applications filed in Windows 1 and 2 (Summer and Fall 2021)
Applicants with funding requests with a service delivery date of June 30, 2023, ECF requests for reimbursement must still be filed by August 29, 2023.
Applicants with a different or later service delivery date, requests for reimbursement must be filed within 60 days of the service delivery date.
For applications filed Window 3 (Spring 2022)
Applicants with funding requests with a service delivery date of June 30, 2024, ECF requests for reimbursement must be filed by August 29, 2024.

For applications filed Windows 1 and 2
Applicants with funding requests with a service delivery date of June 30, 2023, the expiration of the COVID-19 emergency period has no impact on these requests.
Applicants that received a funding commitment decision letter (FCDL) or revised funding commitment decision letter (RFCDL) approving an appeal, waiver, or post-commitment request for a service funding request on or after July 1, 2022:
Recurring service funding requests have a service delivery date of 14 months after the date of the letter, or June 30, 2024, whichever date is earlier.
Approved, up-to-12 months of recurring service funding requests associated with an approved special construction request have a service delivery date of June 30, 2024.
Applicants that received an FCDL or RFCDL approving an appeal, waiver, or post-commitment request for an equipment funding request on or after January 1, 2023:
Equipment funding requests have a service delivery date 180 days after the date of the letter, but not to exceed beyond June 30, 2024.
