Funding Year 2022 is here! This means itās time to wrap up paperwork from the most recent funding period (July 2021 - June 2022), and finish the checklist of items before school starts.

Deadline Approaching ā FORM 486
āIs my E-rate 471 application been funded?ā
Yes:
Then you must file the Form 486 to indicate that services have started, and that your LEA is compliant with CIPA (Childrenās Internet Protection Act)

The deadline to file the 486 is 120 days after (whichever is later):
a) the date of the FCDL (Funding Commitment Decision Letter)
b) the service start date
Usually July 1 for services, but for one-time purchases it would be considered the installation/turn-up date
You can file an FCC Form 486 early (before services have started) if:
You have received your FCDL;
Your services will start in the month of July;
You can truthfully make all of the certifications on the form; and
You are filing the form on or before July 31.
No:
Funding waves are often released on Fridays.
Check to see if there are any review requests on your 471 application. You should have received an email when they were created.

File your B.E.A.R. Form 472 For Reimbursement On Services and Hardware billed between July 2021 and June 2022
DEADLINE to file B.E.A.R. reimbursement requests is whichever date is LATER:

āService Delivery Deadlineā is the last date to receive service, most often 6/30/20xx)
Category 2: āService Delivery Deadlineā is considered the date the equipment was installed or began operations.

OR 120 days after date of the approved post-commitment Revised Funding Commitment Decision Letter
OR 120 days after date of an approved appeal Revised Funding Commitment Decision Letter on a previously denied or reduced funding request.

The "Service Start Dateā is considered the date the equipment was installed or became operational.
Your Form 486 requires you to list a service start date for services.
You can file BEAR Form 472 reimbursement requests:
Monthly, quarterly, or however frequently you need to throughout the year.
HOW TO:
State Reimbursement Updates ā New Reimbursement Methodology Set
Last month, the Education Opportunity Resource Committee (EORC) voted to confirm a new reimbursement methodology for schools. The new methodology abandons the ā1 Mbps per Userā method in favor of a tier system that is more congruent with the current options available to Idaho schools via the E-rate program.

To receive state reimbursement, LEAs must:
1) Ā Make a good-faith effort to apply for E-rate funding.
2) Ā Reasonably comply with requests for information, such as contracts and utilization data.
Per Idaho Ā§ 33-5604 (3), āE-rate eligible entities shall cooperate with the committee in carrying out its duty to compile and analyze [utilization] information.ā
3) Have an Internet Access connection that is within the recommended service levels (see table below)
If connection exceeds maximum service levels, LEAs must submit an appeal before receiving reimbursement. To submit an appeal, LEAs must first contact the Program Coordinator: 208-332- 6993, or broadband@sde.idaho.gov.
4) Submit eligible invoices no later than June 15th of the current funding/fiscal year.
